<p>The FBI’s headquarters may end up staying in Washington, D.C.</p> <p id="gyGLdX">The FBI is in need of a new headquarters, and that new headquarters may end up taking the place of its current one. As first reported by <a href="https://www.bizjournals.com/washington/news/2018/02/12/gsa-backs-hoover-site-as-choice-for-a-new-fbi-hq.html"><em>Washington Business Journal</em></a>, the General Services Administration (GSA) has officially recommended establishing a new headquarters at 935 Pennsylvania Avenue NW, the site of the J. Edgar Hoover Building.</p>

<p id="aO7Ko8">The cost of the project would total approximately $3.3 billion with $1.93 billion for design and construction, $923 million for tenant fit-out, and $479 million for swing space. By leaving the FBI headquarters on the same site, this could save the federal government up to $250 million, according to the <a href="https://www.bizjournals.com/washington/news/2018/02/12/gsa-backs-hoover-site-as-choice-for-a-new-fbi-hq.html"><em>Washington Business Journal</em></a><em>. </em></p>
<p id="dMTXww">Before the FBI headquarters search was canceled in <a href="https://dc.curbed.com/2017/7/11/15952620/fbi-headquarters-gsa-cancel">July 2017</a>, the potential locations being weighed were Greenbelt, Maryland, Springfield, Virginia, and Landover, Maryland. The cost of moving to one of these locations is estimated to cost $3.57 billion.</p>
<p id="e0aZuc">When the search was canceled, the responses from public officials were <a href="https://dc.curbed.com/2017/7/12/15959948/fbi-headquarters-gsa-response">largely negative</a>. Maryland Senator Chris Van Hollen described the decision as “reckless,” while Maryland Senator Ben Cardin described it as “an abuse of power.” At the time, Mayor Muriel Bowser also said, “The FBI needs to move. We see what the federal constraints are with funding, so I think that everybody should put their thinking caps on and see where we go from here.”</p>

<p>“It is unacceptable that the GSA has failed to meet the deadline that they committed to”</p> <p id="tbkmhm">In <a href="https://dc.curbed.com/2017/7/11/15952620/fbi-headquarters-gsa-cancel">July 2017</a>, the FBI headquarters search was canceled, and the General Services Administration (GSA) was set the task to submit a new plan to the Senate’s Committee on Environment and Public Works. Unfortunately, the GSA has missed their deadline after receiving a 60-day extension from its original November 30 deadline</p>
<p id="800JLh">In an interview with <a href="https://www.bisnow.com/washington-dc/news/office/gsa-misses-deadline-to-present-fbi-hq-plan-84288?utm_source=MorningBrief&utm_medium=email&utm_campaign=20180130_washington-dc_morningbrief&be=goldchain%40curbed.com">Bisnow</a>, Senator John Barrasso said, “It is unacceptable that the GSA has failed to meet the deadline that they committed to ... The men and women of the FBI, who keep America safe, require an office building that meets their needs. It’s past time for the GSA to provide the committee with some real answers.”</p>

This Monday is the deadline for the General Services Administration (GSA) to submit a new plan to the Senate’s Committee on Environment and Public Works on what the next steps are for a new headquarters.</p>
<p id="R2j7A1"><a href="https://www.bizjournals.com/washington/news/2018/01/29/gsa-may-keep-fbi-headquarters-at-current-site.html?ana=twt"><em>Washington Business Journal</em></a> was the first to report that the GSA is endorsing the current location on Pennsylvania Avenue NW as the preferred site. Before the search was canceled, the former sites being considered were Greenbelt, Maryland, Springfield, Virginia, and Landover, Maryland.</p>
<p id="08f22t">Still, it’s unclear as to whether or not the GSA would prefer redeveloping the existing deteriorated building. It is also still unclear where employees would be housed during the redevelopment.</p>

<p>“We’re not going to give up”</p> <p id="9Uk50P">The decision to have the FBI headquarters <a href="https://dc.curbed.com/2017/7/11/15952620/fbi-headquarters-gsa-cancel">remain</a> in Washington, D.C.’s J. Edgar Hoover building has been described as many things, from “illogical” to “embarrassing.” Below, take a look at some of the many opinions expressed in response to the General Services Administration (GSA) canceling the search for a new headquarters location.</p>
<p id="vRC6iL">Maryland Senator Chris Van Hollen described the decision as “reckless,” while Maryland Senator Ben Cardin has described it as “an abuse of power.” According to a <a href="https://www.washingtonpost.com/business/economy/2017/07/10/e25c1080-65af-11e7-9928-22d00a47778f_story.html">Washington Post article</a>, Minority Whip Steny H. Hoyer further stated, “The Trump administration and Republicans in Congress are putting the safety and security of our country at risk.”</p>
<p id="zzVmef">In response to the news, Mayor Muriel Bowser said, “The FBI needs to move. We see what the federal constraints are with funding, so I think that everybody should put their thinking caps on and see where we go from here.”</p>
<p id="SISCgl">Meanwhile, former Administrator of the GSA Dan Tangherlini said, “What we are doing is hamstringing the country’s single most important law enforcement agency, the FBI.”</p>
<p id="VWGVNt">The Washington Post’s editorial board wrote an <a href="https://www.washingtonpost.com/opinions/the-cancellation-of-a-new-fbi-headquarters-is-illogical-and-embarrassing/2017/07/11/2f03fe46-6666-11e7-8eb5-cbccc2e7bfbf_story.html?tid=ss_tw-bottom&utm_term=.05f3064a0e44">opinion piece</a> in response to the news, saying, “What an inexplicable, illogical, and irresponsible decision. And what a colossal embarrassment for the United States to waste so much time, effort, and money.”</p>
<p id="U6Lx8Y"><a href="http://wamu.org/story/17/07/11/now-local-officials-try-regroup-trump-nixes-fbi-move/">WAMU</a> further reported that officials in Prince George’s County estimated that if the FBI headquarters had moved to the county, an additional 2,000 to 3,000 jobs would have been added along with new development around it.</p>
<p id="FnnWb6">In an interview with <a href="http://wamu.org/story/17/07/11/plan-move-fbi-headquarters-suburban-washington-scrapped/">WAMU</a>, Prince George’s County Executive Rushern Baker, III said, “We’re not going to give up. We’re going to fight very hard.”</p>
<p id="357QJY">There were some political officials who weren’t so against the decision, though. D.C. Councilmember Jack Evans said that he would prefer the FBI headquarters remain in D.C. proper, preferably at Poplar Point or at the site of St. Elizabeth’s.</p>

<p>After years of planning, funding, and designing, the search is now over with nothing to show for it</p> <p id="m7amYE">Since <a href="https://www.bizjournals.com/washington/news/2017/07/10/timeline-the-looooooong-search-for-a-new-fbi.html?ana=RSS%26s=article_search">2011</a>, there have been plans to build a brand new FBI headquarters in the D.C. area, but those plans are now over. <a href="https://www.washingtonpost.com/business/economy/2017/07/10/e25c1080-65af-11e7-9928-22d00a47778f_story.html?utm_term=.c337a035398e">The Washington Post</a> reports that the General Services Administration (GSA), which manages federal real estate, canceled the search due to “inordinate costs.”</p>
<p id="26cfKL">When former U.S. President Barack Obama sought funding for the project, Congress left it underfunded by more than a half-billion dollars. <a href="https://www.washingtonpost.com/business/economy/2017/07/10/e25c1080-65af-11e7-9928-22d00a47778f_story.html?utm_term=.c337a035398e">The Washington Post</a> further reported that after Congressional leaders rounded up over $500 million for the project, House appropriators rescinded $200 million in June. </p>
<p id="ZcSY3I">The FBI headquarters staff long ago outgrew the J. Edgar Hoover building with many employees now housed in short-term leases throughout the region. There is cracked concrete in the building as well as makeshift work stations in former storage areas.</p>
<p id="lSy95g">The final locations that were being decided upon for the new headquarters were Greenbelt, Maryland, Springfield, Virginia, and Landover, Maryland.</p>

<p>Greenbelt, Landover, and Springfield are still in the running</p> <p id="Pdb4Oq">The search for a new FBI headquarters has been put on hold pending congressional appropriations, as reported by the <a href="http://www.bizjournals.com/washington/news/2017/03/10/fbi-headquarters-search-put-on-hold-pending.html?ana=RSS%26s=article_search">Washington Business Journal</a>. Currently, the proposed sites for the new headquarters are Greenbelt, Landover, and Springfield.</p>
<p id="NPYmiu">In a statement, Maryland's congressional delegation expressed concern due to the delays, while saying, "Prince George's County is the best choice for the FBI, and we call on Congress to fully fund the FBI relocation project, which is not only important for the economic development of Prince George's County, but for the state of Maryland and our nation as a whole."</p>

<p>The partner who will build a new FBI headquarters elsewhere will be chosen in March</p> <p id="TswaKM">Eventually, the J. Edgar Hoover building, which houses the FBI headquarters, will be demolished, which will allow the opportunity to house <a href="http://dc.curbed.com/2016/10/7/13198964/fbi-building-headquarters-ncpc">over 2 million square feet</a> of mixed-use development, making it one of the largest development projects in the city.</p>
<p id="tKfCUA">After months of meetings, the National Capital Planning Commission (NCPC) unanimously approved the final square guidelines for the site this Thursday. Now that the square guidelines have been approved, the NCPC will transmit them to the General Services Administration (GSA), according to a press release. </p>
<p id="aAO2gn">By March, the GSA will then determine a partner to build a new FBI headquarters. The location of the new headquarters has yet to be determined.</p>
<p id="8jkon6">There are over 15 topics when it comes to the guidelines that will inform how the site, located at 935 Pennsylvania Avenue NW on Squares 378 and 379, will be redeveloped. First, D Street, NW between the two squares will be reestablished, thereby minimizing vehicular and pedestrian conflicts. The 1974 Pennsylvania Avenue Plan’s mixed-use goals will also be reinforced by encouraging residential, cultural, and office uses.</p>
<p id="7vhVzc">Additionally, a build-to-line a minimum distance of 30 feet north of the Pennsylvania Avenue property line will be established that results in a minimum 57-foot sidewalk that can accommodate the public space program necessary to retain the avenue’s important civic functions and character; and</p>
<p id="zuk6Qt">Finally, the maximum building height limit of 135 feet will be provided on Square 379, while Square 378 will have a building height limit of 160 feet.</p>
<p id="ayaBxF">Since NCPC’s preliminary approval in October 2016, there have been two major changes. First, the D.C. Zoning Commission will be required to review the design of future site redevelopment proposals. Next, when it comes to stormwater design and management, the future developer must work closely with regulatory agencies.</p>

<p>The $2 billion project may go to Larry Silverstein or Steven Roth</p> <p id="apyraG">Next March, the General Services Administration (GSA) is expected to choose a development team and campus location for the FBI headquarters. According to <a href="https://www.washingtonpost.com/news/digger/wp/2016/12/02/the-next-fbi-headquarters-a-2-billion-project-could-be-built-by-a-trump-associate/?utm_term=.62b278c1215b">The Washington Post</a>, there is a possibility that the chosen developer for the new FBI headquarters might end up being a Trump associate.</p>
<p id="qF44aJ">Two developers vying for the $2 billion project include Silverstein Properties Founder Larry Silverstein, who Trump has referred to as a “<a href="https://go.redirectingat.com?id=66960X1516509&xs=1&url=https%3A%2F%2Fvimeo.com%2F155568214&referrer=archive.curbed.com&sref=https%3A%2F%2Fdc.curbed.com%2F2016%2F12%2F6%2F13854764%2Ftrump-fbi-headquarters" rel="sponsored nofollow noopener" target="_blank">friend of mine</a>,” and Vornado Realty Trust Founder and Chairman Steven Roth, who served as an economic adviser to Trump’s presidential campaign. Roth also co-owns a building with Trump in Manhattan. </p>
<p id="X41Nyq">The list of approved bidders for the project have yet to be disclosed by the GSA. Regardless, officials have said that there are four finalists, two New Yorkers and teams headed by Boston Properties of Massachusetts and the Peterson Cos. of Fairfax, as reported by <a href="https://www.washingtonpost.com/news/digger/wp/2016/12/02/the-next-fbi-headquarters-a-2-billion-project-could-be-built-by-a-trump-associate/?utm_term=.62b278c1215b">The Washington Post</a>. </p>
<p id="AvgW5G">Trump previously considered pursuing the FBI headquarters project, telling <a href="https://www.washingtonpost.com/news/digger/wp/2016/12/02/the-next-fbi-headquarters-a-2-billion-project-could-be-built-by-a-trump-associate/?utm_term=.62b278c1215b">The Washington Post</a> he would be “watching the FBI as to what’s going to happen” with the deal.</p>
<p id="tPjt8T">Despite this, Dorothy Robyn, a former real estate official at the Pentagon and the GSA, said that the FBI project has been “<a href="https://www.washingtonpost.com/news/digger/wp/2016/12/02/the-next-fbi-headquarters-a-2-billion-project-could-be-built-by-a-trump-associate/?utm_term=.62b278c1215b">insulated from politics</a>” for the most part.</p>
