Things are looking a little up. Long-term borrowing costs remain near this year's lowest level, with 30-year fixed-rate mortages averaging 4.12 percent. However, these 30-year rates are starting to tick, tick, tick up a bit this week, though no where near last year's levels. Is that bit of news going to encourage housing sales? So far, the answer is not yet. [WSJ]
