It seems that three months after the ceremonial groundbreaking at Skyland Town Center, no construction of note has taken place. More problematic than a major Wal-Mart executive's exit earlier this year is that the town center's necessary anchor retailer won't even sign the lease until specs are nailed down for a massive 75 foot retaining wall around the property.
