When Was This Photo Taken From The Capitol Building?

Not only is this sepia view from the Capitol Building undated, but there are no vehicles: cars, streetcars or otherwise, to give a sense of time. The photographer, JF Jarvis has other documented photos between the 1880s-1910s, including a few photos outside the Capitol building. That said, many of the row houses currently in D.C. were built as late as the 1920s. This appears to be looking either to the Northeast or the Southeast, which should make identifying the churches in the background a little easier. Have a better sense of when this photo was taken?
