Popping Up

If an addition pops up on an already ugly building, does it matter if it's located in a historic district? The Advisory Neighborhood Commission in Dupont doesn't seem to think so and have endorsed a pop-up on the big brick square at 1815 Riggs Place. Of course, the Historic Preservation Review Board would still need to okay such an addition. [SALM]
