Yeah, it snowed last night, but a harbinger of warmer times at carnivals with cotton candy just arrived at National Harbor. Just before 1:00 p.m., the Rising Sun, the barge carrying the pieces of Maryland's new observation wheel docked at its final resting place. To be fair, the Capital Wheel will be open year round and the available snacks at the will be catered by Wolfgang Puck, but you get the picture. Construction will begin within the next week and if high winds and nasty wintry mix can finally disappear already, rides may begin by May!
