The Snow Was Bad in D.C. in 1940 as Well

Did the government in 1940 D.C. (when this snowy photo was taken) also open with a two hour delay? Hard to say. On one hand, people are dressed as if they're going to work but on the other hand, would there be a crowd in front of the streetcar if it wasn't blocked in by that massive mound of snow? Although the exact location of this photo is unclear, the sign on the front of the streetcar indicates that the train is headed toward Cabin John, so it's a good bet that they're somewhere in Northeast D.C.
