Capitol Crossing Ups and Downs

The Capitol Crossing project has experienced a lot of downs recently, but it looks like the developer is only looking up. Some of the issues the project has had to face include the inability to tear down a 138-year-old building and the inability to close down almost a mile of I-395 in order to speed up the construction process.
