Developer Comstock Homes hopes that the 73 luxury townhouses that they're bringing to the Lamond Riggs neighborhood of Northeast D.C. will spark growth in the neighborhood. These four story townhomes are going for roughly $50,000. The area now occupied by the City Homes at the Hampshires used to house a nursing home and an orphanage.
