Here's an interesting idea on how to deal with the problems that might be created by the visitor parking permits: use the Dutch auction system to make sure that demand is met specific to each neighborhood's needs. The idea behind a Dutch auction is that the price for the permits will fall rather than rise until the amount of permits set by DDOT sells out. That will end up being the final price for everyone...even those who initially bid higher.
