What Is This Giant Reflecting Building on 11th Street?

There's a property in the middle of 11th Street that looks suspiciously like one of those "What's Wrong With This Picture?" drawings from old Highlights Magazines. The developers behind this project, called Urban 8, must realize the disparity between this gray brick/steel structure and the rowhouses that populate the rest of the neighborhood: they've placed an information box out front with fliers for curious passers-by. Looks like this giant reflector of a building is going to house something else that's a rarity on 11th street: condos. There will be eight of them, in fact, all pre-wired for surround sound.
