The construction of new restaurants and developments on 14th Street and throughout Logan Circle has had one nasty side effect: the sudden proliferation of rats. Hence the "rat summit" that took place a couple of weeks ago wherein neighbors and city agencies discussed what to do about the problem. [WJLA]
