All those hats mean the President was very busy that day. This snapshot is from the Lively Morgue Tumblr by the New York Times that re-publishes photos from years ago. Here we have a picture of the eight-foot mahogany table in the East Wing of the White House where incomers would leave their coats, hats, etc. before a meeting with the President.
